To Mary, Queen of Scots (1542-1587), who had been helping enemies of Elizabeth's. Elizabeth was a daughter of King Henry VIII; after Henry's offspring, Mary had the strongest claim to the throne and schemed to win it. Eventually, and with great sorrow, Elizabeth had Mary executed.
